Arbitrum: new governance votes open

Arbitrum launched two new governance votes: AGV Wind-Down: Structured Transition & Return of Capital to the DAO Treasury and [Constitutional] AIP: Automate Timeboost Proceeds Split.

ARB holders can delegate their tokens and take part in the voting process.
