Ethena: sENA holders to receive ELON

Ethena will distribute 5% of the total $ELON supply to $sENA holders.

An initial 0.5% unlock occurs on February 12, with the remaining 4.5% vesting quarterly over one year.

This defines allocation and timing for eligible stakers.
