WISE: Referral quality and cap

WISE released a WISE Score update for its points program.

Referrals now prioritize quality over quantity.

Referrals identified as bots or inactive will result in score deductions.

The referral bonus is capped, limiting excessive farming and rewarding authentic engagement.
