GenLayer: Builder rewards program

GenLayer launched an incentivized Builder Program which is now live.

The program rewards contributors with points that translate into rewards based on contribution levels.

Contributors can participate in any role: Builder, Supporter, or Validator.

Points are awarded according to contributions and activity within these roles.
