Balancer: 99.2% Vote Starts Wind-Down

Balancer is shutting down following governance approval.

Holders of $BAL voted 99.2% in favor of a phased wind-down of the protocol.

The protocol will continue operating normally until October 30, after which pool closures and reward program shutdowns will begin.
